L serves many local and state courts as a court recognized expert witness for the prosecution in radar and laser gun speeding trials. During recent years, SML has worked with many prosecutors in Virginia, Ohio, Iowa, California, Oregon, Illinois, New Hampshire, Tennessee, Texas, and South Carolina.  Many of these court appearances sought judicial notice for the use of radar and laser speed enforcement systems. Several dealt with Kelly, Frye, and Daubert hearings on the admissibility and acceptance of laser enforcement as an accepted scientific principle.  Many prosecutors have provided SML with letters of referral and have used SML services on several occasions.     These courts have relied on SML to provide precedents from other jurisdictions on the admissibility of laser speed readings. Several have asked SML to appear at magistrate and municipal judge state-wide conferences conducting orientation to radar and laser gun usage with the goal of state-wide judicial notice of the speed enforcement systems. During these court appearance, prosecutors have scheduled meetings with local law enforcement agencies. This is done to review with police officials precedents from other national jurisdictions on the use of radar and laser for speed enforcement and new technological trends of enforcement. SML is not an employee of any radar or laser gun manufacturer and is an independent company.

    Included in SML’s court presentation are the documents published by the United States Department of Transportation and NHTSA, National
Highway Traffic Safety Administration, DOT HS 809 812, DOT HS 809 811 which review the federal performance specifications requirements for radar and laser based speed measuring systems. Further, SML presents the laboratory testing requirements of radar and laser systems as promulgated by the federal agencies of National Institute of Standards and Technology (NIST), NHTSA, Occupational Safety and Health Administration (OSHA), and the Federal Communications Commission (FCC).  A formal listing of approved radar and laser guns taken from the CPL List of the International Association of Chiefs of Police is presented along with court precedents citing of  Honeycutt v.
